What is a PHA?
Legal Authority and Mission

The Pakistan Halal Authority (PHA) was established under the Ministry of Science and Technology (MoST) by Act VIII of 2016 of the Parliament of the Islamic Republic of Pakistan to promote trade in Halal products and processes. PHA is responsible for determining the Halal status of imported/exported products as well as products, processes and services that are maintained and monitored at all times in the local market. It facilitates national and international trade integration as the sole legal authority for Halal certification in Pakistan.

PHA’s main mandate is to assess and register the competence of Halal Certification Bodies, monitor the correct use of Halal marks and ensure the integrity of the Halal supply chain. The Authority is implementing secondary legislation, in particular the Pakistan Halal (Certification Marks) Regulations 2021, to increase Halal confidence among domestic and international consumers.

Halal Certification Areas Authorized by PHA

Halal Food Products

Oversees and approves certification processes in all Halal food categories including meat, dairy, aquaculture and processed foods.

Halal Cosmetics and Personal Care

It covers the evaluation of raw materials, production and packaging processes in cosmetics, perfumes and personal care products in accordance with Halal requirements.

Halal Pharmaceuticals and Health Products

Supervises the compliance of Halal raw material procurement, production and filling conditions in pharmaceuticals, food supplements and health products.

Halal Logistics and Warehousing

It provides the logistics control framework to prevent cross-contamination in the transportation, storage and retail processes of halal products.

Halal Industrial Products and Packaging

Assessment processes covering Halal compliance in Halal animal by-products, leather, packaging materials and industrial products.

Halal Services and Restaurant

Conducts compliance assessment of Halal kitchen and service processes for restaurants, hotels, catering and mass catering services.

The Halal Authority of Pakistan Act No. VIII of 2016 enacted by the Parliament of the Islamic Republic of Pakistan defines the legal authority and supervisory framework.
