Pakistan Halal Authority (PHA)
The PHA was established by Act No. VIII of 2016 of the Parliament of the Islamic Republic of Pakistan and is the legal authority responsible for determining the halal status of products. USB Certification is a halal certification body registered with the PHA.

What Is PHA?

The PHA is responsible for determining the halal status of products, processes, and services—including those imported or exported, as well as those consistently maintained and monitored in the local market. The primary mission of the PHA is to assess and register the competence of Halal Certification Bodies, monitor the proper use of Halal marks, and ensure the integrity of the Halal supply chain. The agency enforces secondary legislation, most notably the Pakistan Halal (Certification Marks) Regulations 2021, to enhance consumer confidence in Halal products both domestically and internationally.
Areas of Halal Certification Authorized by PHA
Halal Food Products
It oversees and approves certification processes for all categories of halal food, including meat, dairy, seafood, and processed foods.
Halal Medicines and Health Products
It monitors the compliance of procurement, production, and filling conditions for halal raw materials used in pharmaceuticals, dietary supplements, and health products.
Halal Logistics and Warehousing
It provides a logistics audit framework to prevent cross-contamination during the transportation, storage, and retail processes of halal products.
Halal Industrial Products and Packaging
Assessment processes covering Halal compliance for animal-derived by-products, leather, packaging materials, and industrial products.
Halal Services and Restaurant
It conducts compliance assessments of halal kitchen and service processes for restaurants, hotels, catering, and institutional food services.

PHA Act 2016 (VIII)
The legal authority and regulatory framework were established by the Pakistan Halal Authority Act No. VIII of 2016, enacted by the Parliament of the Islamic Republic of Pakistan.

PHA operates under the Ministry of Science and Technology of Pakistan and enjoys official recognition at the national level.
