What is PNAC?
Leading the World in Halal Accreditation

PNAC (Pakistan National Accreditation Council) was established in 1998 as a non-profit public institution under the Ministry of Science and Technology (MoST) following the World Trade Organization (WTO) agreement. As Pakistan’s only national accreditation authority, PNAC assesses the competence of certification, inspection and laboratory organizations according to national and international standards. In 2012, it was the first accreditation body in the world to launch the Halal Accreditation Scheme.

As of 2004, PNAC is a Global ACI (Global Accreditation Cooperation) MoU signatory, ILAC (International Laboratory Accreditation Association) MRA signatory and APAC (Asia Pacific Accreditation Cooperation) member. It is also a founding board member of IHAF (International Halal Accreditation Forum) and a member of SMIIC (Standardization and Metrology Institute of Islamic Countries). This membership structure ensures that the certificates issued by PNAC accredited Halal certification bodies are mutually recognized both in 57 OIC member countries and in the global market.

Medical Laboratories

Accredits the quality management and technical competence of medical laboratories under the ISO 15189 standard.

Inspection Organizations

Evaluates the independence and technical competence criteria of inspection bodies within the scope of ISO / IEC 17020 standard.

Management Systems Certification

Provides accreditation to ISO 9001, ISO 14001 and other management systems certification bodies under the ISO/IEC 17021 standard.

Product Certification

Accredits the competence and compliance of product certification bodies under the ISO/IEC 17065 standard.

PNAC is a founding board member of IHAF. IHAF brings together halal accreditation bodies from around the world under one roof, ensuring global recognition of accreditation decisions.

SMIIC – Standardization Institute for Islamic Countries

Thanks to SMIIC membership, PNAC accreditation is part of a chain of halal standards recognized in 57 OIC member countries; PS 4992 / OIC-SMIIC 2 certificates have a wide range of recognition.

GLOBAL ACI – Global Mutual Recognition

PNAC is a signatory of GLOBAL ACI and its management systems, product certification and laboratory accreditations are mutually recognized internationally.

Accredited Product Categories

  • CI – Halal Slaughter and Animal Product Processing: slaughterhouse inspections, animal welfare and compliance with Islamic slaughter rules.
  • CIII – Perishable Animal and Vegetable Product Processing: cold chain foods, meat and dairy products, ready-to-eat food production.
  • CIV – Ambient Stable Product Processing: canned food, dry food, biscuits, chocolate, snacks and ready mixes.
  • I – Food Packaging and Packaging Material Production: Packaging materials and production processes in contact with halal products.

PNAC is Pakistan’s only national accreditation body and launched the first Halal Accreditation Scheme in the world in 2012. PNAC accreditation is mutually recognized both in OIC member countries and in global markets thanks to its memberships in IHAF, SMIIC, GLOBAL ACI.

USB Pakistan LLP is a PNAC accredited Halal Certification Body (HCB) under PS 4992:2010 / OIC-SMIIC 2:2019 standard. It is also registered under Section 34 of the Pakistan Halal Authority Act 2016.

PS 4992 is the national standard of Pakistan and OIC-SMIIC 2:2019 is the accreditation standard for Halal certification bodies of the Organization of Islamic Cooperation. PNAC ensures both national and international validity by applying both standards in coordination.

It is recognized in IHAF member countries through IHAF membership, in 57 OIC member countries through SMIIC membership, and globally within the scope of management systems through IAF membership. This is a critical advantage especially for exports from Pakistan, Malaysia, Indonesia, UAE and Saudi Arabia.

USB Pakistan is accredited in CI (Halal slaughter and animal product processing), CIII (perishable animal/herbal product processing), CIV (ambient stable product processing) and I (food packaging material production) categories.

Halal certification process consists of application, document review, field audit, non-conformity (NCR) closure and certification decision. The certificate is renewed with annual evaluation/audit. The duration varies according to the scope and facility size.
